Unlocking a Cell Phone

I tried my brother-in-law`s SIM card in my cell phone. My phone said it was locked. I spend 20 seconds on google to find a code to unlock it. My phone is now ready for a Norwegian SIM card. Why do they even bother? It is like locking a bike up with twine!
